技术需求摘要：
1 协议仅支持http3/quic
2 数字签名支持 Curve25519 算法
3 系统支持高并发
4 系统安全方案，如重放攻击
5 需要开发者提供国内、亚太区域部署方案

项目需求：
1 需要每周不少于三次的会议机制；
2 需要开发者提供技术详设文档
3 代码和技术文档需提交到指定 github 仓库进行管理
4 提供最少一年运维服务，修复bug，保证服务稳定
5 计划：启动后21天完成部署交付
